Acceptable Stray Voltage

So i felt a little tingle from a paper cut when i touched my tank water the other day. I went home at luch today with my volt meter and found 36 volts AC. Tonight im going to track down what is giving it off but my question is, is there an acceptable tank voltage? Should it always be 0 volts. Seems like it would be hard to avoid some current.

zero volts in your tank

best way is to unplug then test unplug then test until you find it
 
So i tested just now and with everything unplugged I get 0 volts, great. So I went one by one to each plug looking for the magic pump that would drop 36 to zero except there wasnt any one idem that stood out. The skimmer dropped it by 5 volts, on pump was a couple more, almost everything in the tank was giving off a bit off voltage that added up to 36. Any ideas anyone???
 
I use an aquarium grounding probe in my sump. Removes all stray voltage. You want to find of there is a bad piece of equipment, but for a few stray volts, the grounding probe removes all
