adding new top frame to aquarium ?

i am putting a new top frame on my 72 bow. i have the old one off my question is. do you put the silicone on the top of the tank or inside the frame?

When I have put one on a tank before, I ran a nice bead of silicone around the top of the glass and laid the new frame on it. I would think taht either way would work, as long as you put enough silicone inside the frame to get a good seal.
