is there any alage or plant that grows fast needs moderate light and you dont need to worry about it realesing toxins in the tank

Actually, I'm not certain if Chaetomorpha releases significant amounts of toxins (which is also generally unknown for just about everything in our tanks) but it does fit the rest of your description.
