Algae on surface of water

I have a 55 gallon its cycle is finally over it has bean up for a few months. The algae appears greenish brown, but when I place my hand in the water and pull it out the algae comes out orange. I am using v12s.
 
Ro/Di, Single crappy power head (Getting myself another for xmas), directed towards surface, The tank intake is submerged when above water it makes a terrible sucking noise.
 
sounds like return isn't matched to overflow because it's a basic overflow.
can you make the herbie method work? What tank?

As for water source, what's the TDS of the water?
What are the parameters?

Light source/photoperiod?
