what can i do to balance the white and blue and get the pop from the blues ?

Shoot in RAW and adjust the WB in post.

Just an FYI, RAW in Nikon speak is NEF.

You can shoot something white under the tank lights and do a white balance in camera which will help but wont be 100%, at least IME. But my D40 is older so it may not correct as much as your newer body will.

Photoshop or Lightroom are a couple. Some say Gimp, (which is a free download), is ok, but I've never used it.

I use Aperture, OS X only though. I'm using LED's and I find it's easier to correct it post processing as some areas of the tank are more blue than others.
