ATO on Red Sea Reef Tanks

Does anyone know how to set the ATO on a Red Sea 650 tank? I tried to follow the directions they provide in the op manual, but the valve doesn't stop dripping out water. Isn't this supposed to work like a toilet float - once the water reaches the bottom of the float, the water shuts off... please advise. Thanks!
