Is it normal for this coral to bloom at night when the lights are off and shrink during the day? Where do you place it in the tank and what do you feed it?

Which if accurately identified is not likely to survive in a normal aquarium. It can be done but not easily.
 
Some corals are nocturnal, example sun tube coral opens at night not durring the day, I do not know about yours, but a good coral book is nice to have to research before you buy!

Why don't you want to take it from there?

Your coral needs minimal light, decent flow, and nutrient rich waters. In simple terms, ironically enough, it needs to be spoon fed.
