First pick the color bulb that pleases you the most, then choose the ballast that will drive that bulb the best. "Best," in my opinion, would be the ballast that drives it the most intense while consuming the least elecricity. In general, Daylight bulbs will be brighter (more PAR) than the same wattage bluer bulbs (12K and higher).
