it will cure under water, it is thick like clay and you kneed it together to get a consitant color then place on the rock, and push the other rock in place. you have about 5-10 minutes of time before it hardens, and is reef safe.
I've recently been on an epoxy and super glue binge... For mounting frags: place a dab of superglue on the frag then put some epoxy around it. Place another dab of superglue on the epoxy that is on the frag then stick it to some rock. Massage the epoxy until everything holds together.
I haven't tried using epoxy to hold rocks together...but just today I used some 1/2" acrylic rods placed into 1/2" holes drilled into rock to hold some pieces together. Also great for getting rock up off the bottom.
