Best lighting for fish coloration

This would be for a 75 gallon FOWLR. I don't want to spend a whole lot of money, however I would like to have good coloration from my fish. I don't plan on having a canopy either.

best fish coloration i ever had was with VHO's. you don't have the simmer effect, but the colors of everything were a lot more vibrant.

Thats what I was thinking, however, the only VHO system I have ever seen was by PFO, and it was on the high side.

only way to go for VHO's is Icecap.
