I would only use a thin layer of sand. You can toss some rubble in there as well. Plants like codium and chaeto work well for me because they stay together. As for a light, on a 10 gallon, I have used a clip on shroud "shop light" with a full spectrum bulb from Walmart.
For a light, you can also use a stock fluorescent hood light for a 10 as well. You don't need super intense light for macro. The spectrum should be 5500-6500K if you can get it. (Zoo med bulbs are cheap)
