Borders?

How do you create borders in Photoshop CS3? I know how to just make the canvas a little larger than the photo and fill it with just a solid color. But I see so many people with these really cool borders that have rounded edges, different colors and transparencies.

Actions are drop in macro scripts for photoshop. There are a bunch of free actions available to do just what you're asking.
