That's where they are predominately found in nature so it's best, for that very reason, to place them there in your reef. But, that doesn't mean that they have to be placed there in your reef. It largely depends on where, in your tank, you can provide it with the best conditions. Of course, good water quality is the main requirement. But, assuming you have that, the proper lighting is the other significant requirement. Mine were all doing fairly well on the substrate under PCs, but when I put new metal halides on the tank...all four of the open brains in my reef bleached...two never recovered and eventually died...the other two ultimately recovered completely and are doing really well two years later. I've concluded from my experience with them, that they don't like bright light and shouldn't be exposed to it. So, one of your considerations is the kind of lighting that you have.
So..put them on the substrate. If they show the slightest bleaching, put them in some shaded area in the bottom level of your tank. If they don't bleach, but show some health decline, then raise it up on the rockwork in your tank in a place where it's stable and not in danger of falling off the rocks.
