I'm relatively new to the aquarium game. I have a 30 gallon tank with live sand and rock. A clown, benggai and clean up crew. My only filtration system is a cheap backpack filter (which is most likely the root of my problem), I am in the process of working on a sump set up. But no matter how many water changes I do I can't seem to shake this algea that is growing on my sand and walls. Will a proper filtration system fix this problem, and what can I do on the mean time to keep it in check? Thanks!

You will need to use RO water for water change, or you can get a bio-pellet reactor to lower the PO4 and NO3. Also reduce your lighting may help.
 
Give us some more info. How old is your tank? What are your water parameters - specifically phosphate and nitrate?
