That does not look like bruising. From the pic it looks like it could be urenoma. Any other fish with the same thing? Could also be bacterial. I would remove the copper and treat this issue and then use some other treatment for the ick.

There is a good chance that this is a reaction to copper; the red areas seem to appeared along with the Cu. I've seen red areas on other angels when exposed to Cu. Unless fish are in immediate danger; I'd raise SG to at least 1.017, remove the Cu (carbon, Cuprisorb, Purigen, WCs, etc.) then get the fish eating well and re-start Cu treatment very slowly. Max Cu reading for Cupramine should be about .35-.40ppm How many fish are in the QT? Is the .3 Cu reading before of after the big WC? What was the max Cu reading? What brand of Cu and test kit are you using?

Although I'm very comfortable with Cu; tank-transfer is (IMO) an easier way to eliminate ich.

I saw the same thing happen. After 3 weeks of being in hypo. my Purple Tang was starting to look like someone took an ice pick to his head and my Emp. Angels' side started to go brown/bruise like yours. It wasn't there one day, then 2-3 days later it was bad. I put the tank back to 1.026 and the Emp. went back to normal in a few weeks but the PT took about 2 months. I would run carbon, feed heavy and do small water changes, he should be ok as long as he keeps eating.
