Trying searching for "gas bubble disease" or "GBD". This is a common problem in seahorses (especially males) and it is usually fatal (eventually). It is NOT caused by supersaturation as is the gas if you see gas bubbles in other fish. There is likely to be a bacterial root cause. The only treatment I've heard that works well is injections of acetazolamide combined with an antibiotic...but although the symptoms went away when we used it recently on a few fish, the problems returned and we eventually had to euthanize the animals.
