bubbles in tank

I have an excessive amount of air bubbles in tank and the ph is 8.5. I just read an article that said to lower ph I could aerate the water this doesnt seem to add up. I tried adding a little co2 and the ph dropped and the bubbles disappeared. How can I keep the bubbles away and keep the ph down? The bulbs are not from power heads. I have a refugium and the water movement between the 2 does not create and bubbles coming out of the supply water to the tanks manifold. I have 2 powerheads competely submerged in the display tank so I cannot see how they would get any air. Suggestions?
 
How did you dispence the CO2 to the tank? Is the return making micro bubbles? Are you using a internal over flow or HOB?
 
co2 was dispensed via cylinger and into area of return in the sump from the display tank. I do not believe the return is making micro bubbles (how would I know for sure) There is a overflow in the back the goes to the sump in the basement. I am sorry I do not know what HOB is. I do also have a skimmer that returns into sump.
