Probably just copepods. If you are noticing them on the water surface it sounds like you don't have enough flow. How many powerheads and what size tank do you have?
For flow, add up all the gph ratings on your filter and pumps and total the number. I would aim for about 600gph in the tank for flow. If you don't have this, you probably need a powerhead or two.
Powerheads are just submersible pumps that you mount on the inside glass. They do nothing but create more flow in your tank to simulate ocean currents.
Do a Google search for "Maxijet". That's a classic example of a powerhead.
As far as the bugs go. Most likely they are "pods." These basically like tiny little shrimp-like creatures. If you have alot of them, that is actually a really good sign. That means your tank is in pretty good shape!
Have some kind of "bugs" also. Mostly they stick on the glass. They are very tiny and white in color. Hard to say but it looks like they have a small rounded head with a tiny pointed tail.

I was watching my tank last night and saw a BIG bug running/swimming across the sand. I'm scared that it could have been a tiny mantis shrimp. It was whitish clear and about 1/2 centimeter long. He was fast so as soon as I grabbed a cup to catch him in he was gone.
