It's apparently a product that's between "anhydrous" calcium chloride and the more commonly available calcium chloride dihydrate. The dihydrate form of Calcium Chloride has a molecular weight of 147 g/mol. The anhydrous form has a M.W. of 111 g/mol.

You'll notice that on the bottle it specifies "loss on drying: <10%". If it was all Calcium Chloride Dihydrate, then its loss-on-drying would be about 24%, so I'd guess that what you have is Calcium Chloride Mono-Hydrate (approximately).

Best way to deal with the unknown water content is to just make up a solution as specified in Randy's 2-part article, and monitor your calcium levels in your tank for a few days, and adjust the dosage accordingly.

I thought fused might mean big chunks, but that's not apparently the case. Maybe it just means mostly anhydrous.

In any case, it is probably fine to use. :)
