Calcium reactor/regulator fine tuning issue

I set-up my reactor about 4 months ago, and it had been running fine until a week or two ago. Suddenly it would not keep its fine tune adjustment. I would set the bulbble counter where it needed to be only to come back after a short while and find it lower or off.

Finally, I noticed the tank was low, so I assumed the pressure was too low to maintain the proper flow rate. However, even after refilling the CO2 tank, the problem persists.

I am using a Milwaulkee regulator with bubble counter. Is there some mainenance issue I am unaware of, is the equipment faulty or does anyone have a suggestion to fix this problem?

I was advised once that the regulator you have is difficult to adjust. Something about needle valve not as good as some others.
