It doesn't really have anything to do with the tank. The default answer even if it's a 10 gallon is going to be "as big as you can". What are your restrictions? Below tank? Basement? None? In stand?
I have a 60G sump within my stand. It is works and I still have room for equipment ie pump etc on the side. This is large enough to allow for 20% water changes but I need to turn the return pump off.
Ideally, it would be nice to have a bigger sump to do bigger water changes if need be or a dedicated separate tank plumed in for water changes.
As the previous poster asked, it will really depend on how much room you have and what other things are important to you. For example higher volume system may require larger pumps or a larger skimmer etc. If you are on a budget for electricity costs or equipment space etc all will need to be factored into your decision making.
