Can anyone recommend a good T5 setup?

So I need to buy ballasts, reflectors, bulbs, starter units and the screws etc, plus a clear plastic/glass screen to shield the bulbs?

Whatever, you are gonna be restricted by the width of your tank, due to the reflectors, 48" will allow 44" T5, options in the UK are Arcadia, or Deltec, Deltec are better quality, but bulky, and do come with aquablue+ tubes. Try www.coralculture.co.uk for some u.s. stuff, but I still reckon you wont beat deltec.
otherwise if you have access to Electrical suppliers you can buy High frequency electronic starters dble/single for at least 20% of the price of a "marine" starter, then add Arcadia reflectors and I mount on Plastic trunking couple of inches above water. You do not need a plastic cover if you use WP end caps.

If you buy the arcadia endcaps (get the ultraseals if it's an option) then you are limited only by the length of the wire leads on the endcaps/lamp holders. In general, you probably don't want to make the wire connection between the endcaps and the ballast more than 8-12'.
 
You got it, i think what he means by ultraseals is what Deltec have, they screw and tighten an o ring around the tube, I have An arcadia end caps in the sumps, and they have been dunked countless times and still OK, but as before I prefer the Deltec.
On those HF ballasts, you should not find much difference between the double starter and the single, your link was for a single, save yerself more loot.

as usual i'm behind the times, sounds similar to the deltec, a bit big and bulky but do the job. My only problem is that with their double gullwing reflectors they seem to take alot of room up on the width of the tank, but 32" wide tank coming, which will be a barrel of laughs reaching to the 24" bottom at the back, as its in a corner.
