Yes, you should be fine with a RBTA under the lighting you describe. I would locate the anemone mid-way up the tank to ensure that it gets plenty of light. RBTAs attach in rock caves/crevices. So make sure your rockwork extends up a bit from the bottom of the tank, and the anemone will certainly have plenty of light.
