Canon Rebel XT shoots in macro with flash off?

You should be able to take a picture with the flash off in macro mode. Are you closing the pop-up flash and disabling the flash by pressing the flash button so it's in no flash mode?
It's hard to figure this kind of stuff out without actually being there and seeing all the settings but by asking questions we can usually figure out what's going on.

Yes, I tried that but the flash poped up when I pressed the shutter button half way to fucus. There is a flash-off setting but not in macro mode. It is hard to believe that this camera can not be in macro with flash off but I tried everything I know

Turn the dial to P and the flash wont automatically pop up. In this mode, it will only flash if the flash is open.

I read up a bit and as spline9 says- you can try P, or other exposure modes to avoid this problem.
Basically each of the creative exposure modes has pre-programmed setting parameters. For macro mode the camera selects a medium aperture (probably around f8 or so) and if there's not enough light present it forces the use of the flash.
What you ultimately should be doing is deciding how much depth of field you want- as opposed to letting the camera decide for you. To do that you need to be in one of three exposure modes: aperture priority, shutter speed priority or full manual exposure mode. I prefer to use aperture priority for most close-up photography.
This Reefkeeping Magazine article describes how the aperture and shutter speed work together to make a good picture. There are photo examples of images taken with different apertures so you can see how the depth of field changes.
I don't mean to say that using the camera in an automatic mode (a mode where the camera decides what settings to use) is bad but if you want the pictures to come out a certain way you have to choose the settings that will accomplish what you're looking for.

In program mode you can be forced to use a flash ... the camera tries to be smarter than you, not always successfully ... keep working it ... :)

I turn the dial on my XT to the setting with no flash then I am able to get about 10 inches away from the tank and take successful shots with the 17-85 mm EF-S lens. The zoom allows me to 'get close' to the subject matter. I like taking shots this way as it preserves the color of the 14K metal halide lighting in the images I get.

Here is a picture I took with my new Canon Rebel XT. Somehow I could not get the true color even with different WB and ISO. The clam actually has more green

Let's see if this works....

I guess if you click on my gallery icon in my post you can see some images I took with the Rebel XT and the EF-S 17-85 mm lens. I can't figure out how to paste the images directly in my posts to this thread...

Take a look at this Reefkeeping Magazine article for a tutorial on how to post images in your thread.
Basically though, you need to click on the IMG button and paste the url [internet address] of the image into the box that pops up.

I just basically set the camera dial to no-flash, put the camera about a foot away from the tank, zoomed in the lens and took the shot. I used the default settings on the camera.

If I had a macro lens, I could get much closer to the gramma.

Thanks, he's a cool gramma. And he gets along quite well with my ocellaris clowns.

Thanks for the tip on placing images in threads!

Here's a shot of one of my clowns grazing the live rock that I took with the Rebel XT and the 17-85mm EF-S lens. Again, default settings, no flash, just zoomed in on the fish and snapped the shot.
