Like a three way pan head? If so take a look at Amvona on e-bay - they have a 3-way that runs under $70 (sometimes less) and is pretty good. I've gotten a head and a carbon fiber tripod from them and cannot complain. Pretty good quality and shipping was (expensive) quick.
