Casio Exilim EX-S5 HELP!

There is no one particular setting that works for everything; it depends on what you are shooting.

One fairly consistent piece of advice accross most point and shoots is to keep the ISO as low as possible; 100 or 200 at most. Anything more and you'll be introducing significant noise.
 
Loaded question. For shooting what and where? I don't know that camera but 100-200 is a bit low for tank shots. You won't be able to get a good shot without a flash unless you use a tripod.

I shoot at like 400 for tank shots. My camera goes to 1600 and I don't get significant noise until I get to like 800+

100-200 is fine for outdoors shots or indoors with a flash but otherwise, you will have to leave the shutter open too long for handheld.

Again though... I don't know that camera so I am unsure what the ISO range is.
