I add pumps inside the 'fuge to increase water movement and it fixed my problem.

cyanobacteria has found the conditions Ideal, more flow may help tumbling is best.

Another vote for low flow causing most of that issue. I tend to let a little bit bloom in the fuge section of my sump and that keeps it from showing up in my display thank. However, the root cause is excess nutrients in the water fueling growth. That is why I try to direct it instead of prevent it most of the time.

Looks like it is infested with something and a possible reason is that the alga is weak and probably dying. The infestation is likely living off the dying plant.

Next water change can you pull it out and give it a good shaking or cleaning in the water you pull out from the tank?
