I notice that my cheato is slowly dying. It was growing nicely and I had to prune it every now and then but now the ball is getting smaller and smaller.
Far more important is the lighting (6700K), frequent turning or some minimal water movement in that area as well as an Iron and Maganese additive (like the one made by Kent) for plant growth. You can keep adding fresh chaeto until it gets even as large as a watermelon or it starts to take off on its own.
I wouldn't say that because my sps are dying too! I can't seem to get this right. Ever since I had to restart the tank from loss of a power out. I can't seem to get back where I used to be.
I had a phosphate and nitrate problem but I just started running GFO two days ago. My phosphate is now pretty much undetectable.
My nitrate however is around 10ppm.

Quantity will not make up for quality of light. The bulb sounds like it's getting old, chaeto needs decent lighting. If it doesn't work, at least you have a spare bulb.
BTW, I experienced the same thing, changed my bulbs, chaeto started to grow again.
