chiller problem

I have a 2 year old 1/4 jbj chiller that will not start. I take it down every fall and clean out the inside and vacum any dust that might have gathered on the inside. I hooked it up yesterday because it is getting pretty warm here and it will not kick into chill mode.
The little green light will blink, like it is getting ready to start, but nothing will happen after that? The light will just keep blinking and the unit will never fire. Any thoughts would be helpful! Whom do you have service a chiller, an AC repairman?

I have not heard back from JBJ after two calls. I am not in a large city, I am in a town of 1200. I guess I can drive it to an AC repairman and see what he thinks, or should I try a Fridge repairman first?? Any help would be great

Mine does not fire up and the light does not come on. Does it need to have water running through it to turn on???
