Chinese light question

I purchased a "Chinese" light from Galaxyhydro on Amazon and got the light in yesterday and tested light to realize anything below 20 on both knobs turns the light completely off. Some drivers do use 20% as the turn on. They do turn on arond 20% also. Some use 10%. Very few turn on a 1% that are 0-10v. Most of the PWM drivers are better at this.

Ok thanks. I just wanted to make sure wasn't an issue with the fixture

Mine are the same way and the fans only come on at 50%.
