Does a 30gal tank with 40lbs of live rock really need this many?!

Based on your specific tank condition at this time then the answer is no. How old is the tank? Your tank looks pretty bare in terms of algae so that means anything you add will need to be fed directly.
 
Still in the cycle so I was researching a good crew to get. Ammonia is dropping, but nitrites and nitrates are through the roof still. It's only been setup 2 weeks
 
So after your cycle is all done add maybe 10 hermits and 5-10 snail- cerith are a good choice. Astrea snails tend to get stuck upside down and margerite snails are cold water and die in warm water. Anyway, feed them a small amount of food once or twice a week and see how that goes then start to add fish slowly from there.
 
i only have about 5-10 hermits in my 90 gallon they have been doing a great job by themselves. as for snails i have throchus snails i started with only 10 in my 90 and they have bred some and i grew out the babies in my sump and have about 20 more tiny ones.

a tank really doesnt need as much as that site recommends but they have to sell you something. ive seen alot of people on here recommend looking at the list of clean up crew that that website recommends you use for a tank HALF of yours.
 
i would personally ditch the hermit crabs. IME they have killed over 20 snails. but my emerald crab has been a model citizen
 
For that size tank, 3 or 4 Banded Trochus snails and a couple scarlet hermit crabs should be plenty IMO.

FWIW, I only have one Trochus snail in my 20 gallon tank an it's damn near spotless. I don't mind cleaning the glass on occasion, stirring up the sand bed etc. This combined with great water quality and you shouldn't need a CUC at all. GL.
