Cleaning a chilly chill chiller

Got a used JBJ on the craig today that was running when I picked it up so it has water in the reservoir. I want to disinfect and clean the thing but the owner told me that you are not supposed to turn over chillers to let the water out?

I was going to run 1:1 water/vinegar mix through it overnight after I got the water already inside it out. How do you all clean/disinfect chillers?

I read somewhere that you are supposed to clean the JBC chillers by running vinegar/water through them in the reverse of normal flow. I'd make a bucket of vinegar water and pump this through the chiller for 30 minutes or so, then give it a good rinse the same way.

Can I flip it over to get the water that is already in there out?
 
Flipping is not a problem. But after flipping it let the unit sit upright for an hour or two (some might say even 24 hours) for the oils within the circuit to drain down where they belong. -Easier on the compressor.
IMHO that's an over-dramatized issue, but better be safe than sorry.
