I don't think vinegar would be useful. I've experimented with using hydrogen peroxide because the byproducts are just water and oxygen. The problem is that the amount / concentration for that hasn't been fully worked out yet, and organic materials tend to use up its oxidizing potential..
For bleach, it is pretty well documented that a 1:10 solution of bleach:water will take care of all aquarium infections after just a quick soak. The issue with bleach is that it is so hard to rinse off afterwards and it corrodes some materials.
There are other "sterilizing" methods - simply washing the item in hot freshwater will take care of most marine aquarium disease problems.
