I had a cluster of colonial hydroids on my rock which i chipped the rock off and now i have a chunk of rock with all the hydroids off it. If i let the rock dry out side for a few days would the hydroids be dead? or is there something else i should do to the rock to kill them?

You could soak the rock in a bleach solution to make sure you kill them. This will transform live rock into dead rock, but may be a safer bet.
you could try a blowtorch (outside, with eye protection) or dipping it into a super-strong kalk solution.
I'm sure drying it out for a few days would be good, or a combination of all the methods.
The rock would be dead rock, but that's really what you want in a situation like this.
If you soak it in bleach, make sure that you get rid of all the bleach, though, and re-cure the rock so that you don't introduce rotting stuff back in the tank.
