As I understand the CI can be plugged into a power strip if it does not do filtering. I plugged mine into a simple $2 power ptrip from HD and it works.
Surge protection doesn't usually cause any problems. It is the active noise supression in some of the more expensive power strips that attenuates the X10 signal. Use inexpensive power strips and you shouldn't have any problems.
