First off, is this popeye?

If it is, could a heavy dose (like say 3 times what's recommended) of Flatworm exit cause this? I have 4 more yellow headed jawfish in the tank, none show any similar symptoms. The affected fish is eating but is clearly having a few problems focusing in on food.
I treated the tank with a heavy dose of flatworm exit on Sunday to take out just a few remaining, highly tolerant buggers, that just wouldn't die at normal dosage. The fish did not show symptoms until today. I did lose a few snails to the treatment as well.
Should I treat or remove the fish? Is there any risk of the infection spreading to my other fish?
