Cyanobacteria aka blue-green algae

ARARAGHAGAHAGGHGGGGH!!! I hate this stuff.

first things first:
15Gal FOWLR (2 ocellaris clowns, 3 hermits 6 snails)
15lbs LR
ammonia 0
nitrie/ate 0
phosphate 0
salinity 1.025
temp 79-80
ph-8.2-8.4

change 20% EVERY WEEK (I'm a student and I get really busy so sometimes it might go to 10 days.. but generally every 7 days) I use R/O water that I get from my LFS.
Aqua clear 30 filter, skimmer (good for up to 30G), and 2 MJ400 powerheads for current
very basic retrofit 2x 15W (1 actinic, 1 18k.. new lighting recently bought on ebay.. waiting for delivery)

I wrote about a week ago about this problem, but I need more help!! Just yesterday I took out each and every piece of LR, removed all bubble algae, scrubbed with a toothbrush, vaccumed my substrate until it was sparkling white, changed 20% water, changed filter media and even added a phosphate/silicate absorber in there too (a pouch inside the filter Aquarium Pharmaceuticals Phos-Zorb). I also added one more MJ400 for some extra aeration in the tank (I have 2 now). I then reduced my photoperiod from 10.5 - 8.5 hours.

Today, not 24 hours later, the cyano is growing back.

I don't have the cash to setup a fuge with caulerpa or other macro etc... I need some serious help though. I'm on the brink of insanity. My tank wasn't always like this.. the cyano started about a month ago.. and only just started to reach astronomical proportions this last 2 weeks...

Everything I've read has said to look at either filtration or circulation. I changed filter media and added another powerhead. I don't know what else to do.

I feed very little, only once a day and very small amounts. (frozen brine shrimp 2x a week and pellets (Nutrafin Max) the other 5 days.)

Please any and all who read this post. I desperately want to get rid of this stuff. I realize 15G tanks will gimme a heck of a hard time but I've never had this problem before. I need to know why it's doing it now and to figure out a way to stop it.

Someone previously suggested that it could be my salt mix. I use Instant Ocean. I've been using it since Xmas and haven't had any other problems so I don't see why it would only start now...

Any suggestions/insight.
