Depends on where you are. Cheapest is probably a junior college; many offer that option. It is a longer option that doing it through a dive shop. Usually you can somewhat negotiate price if you are buying equipment through the dive shop.
Where in MI are you, i went this year to Bruenos Dive Shop in Clinton Twp. The class cost me $250.00 the check out dives were $100.00 and my fins were $100.00 also, best price i've found privately.
Here in Toronto, Canada, I paid $150 for the classes and pool dives with all the equipment and books included. The certification dives can vary, depending on where you go obviously. Here it can cost between $200-$500 for 4 dives with all the equipment included.
I just got certified at a shop on Long Island. I paid $250 for the class, pool dives and open water dives. Equipment rental came to an additional $85, but I bought a 7 mil wet suit, fins, gloves, hod, mask and snorkel.
I certified last year in Buffalo, NY (http://ddwny.com/) and it cost me $275 for NAUI Open Water and Nitrox certifications. Only extra costs were my mask, fins and booties, all other equipment was included.
