does anyone here weld steel stands??

Use aluminum Warren.

Steel will rust. I recently saw a steel stand for a 5000 gallon tank that I could literally put my finger through it.

Powdercoating will work fine for that application. I would suggest getting one of the "hammertone" type finishes that are a little more durable. (Use to work at a powdercoater)

However If your made of money, polished stainless steel would be very cool to see
 
I can weld aluminum, steel or stainless for probably pretty cheap. Can do mig, arc or torch. If you get me the welder I'll do it free, otherwise I'll cart one up from the bay. I'm not sure I have the time to design it all, cut everything and prep for coating, but I may be able to help you weld if you can DIY the rest.

I believe we have talked about this in the past. I can do it in whatever material you choose.
I have Mig, Tig, Stick, and Oxy-Act. PM me if you want to work something out.
I am in the process of designing a stand for my new baby, a 36"x25"x25" internal dimension cubish tank. I just need to find someone that is good with woodwork to help me with the skins for it and the canopy.
