Domino Damsel - turning white and Eye popping

My Domino Damsel is turning white around its head, tail area. Its eyes kinda look like they are popping out a bit as well. Any ideas what this might be? It is in a 10 gallon quarantine tank right now.

I believe that there is a disease called popeye. It could be ich or marine velvet for the white stuff. I would quarantine it

I don't think it is popeye, i have seen pictures of that and it doesnt seem like that is it. It is in quarantine at the moment, it is eating fine an swimming around like normal.
