Those guys are too big for a 30 gallon and the smaller angels, like the cherub and pygmy, are too aggressive for a tank that small. Please consider something else.
 
A pearly jawfish would be excellent if you can ensure that it won't be able to jump out. And it would need some substrate so it can build a "den." They are very cool to watch.
 
I have about 20lbs of live rock and a 3in sand bed i believe that should be enough also there are about 7 dens built by my pair of diamond gobies.
