I have to dig deeper into your question. Are you meaning do one of the ballasts themselves put off more heat, or are you asking if one or the other will make your lights put off more heat?

If the question is ballasts, electronic put off less heat.

As far as lights putting off heat (making your tankwater warm), I would think them to be the same. (250w is 250w whether it is mag. or elec)

mmmmmmmm........maybe - electronic ballasts will often cause the bulb to burn at a different color temp(k) than a magnetic ballast will also, how that relates to actual temperature I'm not sure. The link I posted may contain that info, really a lot of good info there.
