I keep reading you don't really want carbon to tumble in your media reactor. My question is, should you fill the reactor chamber all the way up to the top so the carbon can't tumble? OR just use less flow?

Just use less flow, no need to add more carbon than what is needed. If you are still concerned about fines from overtumbling then just use a filter sock on the effluent line from the reactor.
