It is always best to let the corals acclimate and begin to grow before the introduction of fish. There are some fish that pay no attention to coral and then you have some fish that will nip at new corals because of the excess mucus they produce during acclimation. Many other fish use corals to perch upon or hide within; if the coral is new it may not be as forgiving as one that is well acclimated.
IMO it really doesnt matter if corals or fish are first, (as long as your params are good for both that is), but i always do corals first because i always have spare corals from my other tanks that cost me nothing to put in the new tanks...whereas for fish, i actually have to go out and buy them
