Fish n eel

A trigger might work, but he also might nip at your eel. If you're just looking for something to add with him, damsels are okay or anything else that can't fit into his mouth. You also might want to re-aquascape when you add your new fish to reset territories.
 
How big is your tank??

For the most part you should be safe, if you happen to luck out with a Snowflake with a taste for fish... then eventually, only larger fish will work. For the most part, as long as you are staying away from fish 2" or under... should be good.

I'd be more worried about the eel if you are adding a Trigger.

I have a 2ft Snowflake and have a 4" Longnose Hawkfish, 5.5" Harlequin Tusk, 5.5" Magnificent Foxface, and about a 5" Yellow Tang. I do plan to add a Picasso Trigger and a Indian Yellow-tail Angel in the future...
 
I would surprised if the eel would be picked on by a trigger. During feeding time is usually the time something bad will happen with an eel because they are searching for food and if they corner a fish even if its a trigger it will go for it. In the past when I worked in a retail store we had a snowflake eel with several triggers in a tank and over the coarse of the year the snowflake had killed several different types of triggers. The trigger would have to be very large and your snowflake is not small so go for it but your trigger could become food just like any other fish.
