So my 38 gallon tank is up and running. I have 15 lbs of live rock and 40 lbs of dry rock. 156 watts Total for lighting and the cycle is almost done. As far as adding fish would it be better to add both clowns first or the neon goby first? Or should I add my cuc first or with that should I wait for more algae and for feeding.

How long has the tank been running? If your levels are good, you probably have enough algae with the diatom bloom for your first cuc crew.
I would then wait a week and if your levels still look good then add your clowns.
I would add your neon goby last.
Also hopefully you are QT the fish. Start a QT tank now and add your clowns to it. Then you can watch your cuc in your main tank and the clowns in QT.

What kind of clowns are you adding? Different species have different levels of aggression and will claim more or less territory.
