Is 12.00 a good deal for a six line wrasse? and would two perc clowns and a six line be too many fish in a reef?

Yes, that's a good price. I paid 20 for mine.. . Those three in the tank in your signature? I'd say it's fine so long as the sixline you have/will get isnt an overly aggressive individual.

Yes, I think so. Around my area, So Calif, they are typically about $15 - $18.
