They should be fine together.
+1... but, they can be aggressive with some gobies & blennies, and may 'swoop' down on shrimp.

In my experience flame hawks can be aggressive. But all my flame hawks have been in the tank before adding any kind of wrasse. They would usually bully any new addition for a day and after that things would be fine.
To help this issue and lower the chance of having issues I would put any new additions in a breeder box for a day or two. This has always helped me with the fish fighting too much, but every fish is different and they will all act differently.
