Flasher Wrasse outlined scales

Need a little help here to try and figure out what is wrong. Just like the topic says, my flasher wrasse has developed a white outline on his scales. It's mostly apparent in the latter 1/2 of his body. Each scale seems outlined in white... He eats, and does not appear to breathe any different. I do not see any mucus, lesions, or spots on him.

Tank stats: FOWLR, 4 months old, 1 month with fish, 425 total system volume. 12 other inhabitants (all added together, yes I went shopping) who appear to not have any effects (yet?). 78F, 7.98ph, 1.025-1.026 salinity with a Milwaukee, everything else acceptable parameters.

Stresses: I have a candy hog that does seem to pick on this wrasse and it would not surprise me if this is stress related, but is it an infection, what kind, etc?

Dr Gs: I am feeding this right now and all tank inhabitants are eating it.

I understand a picture is worth a thousand words, but I have tried to take pictures and my camera is not fast enough for him and nothing shows the definition. I will continue to try but wanted to see if this symptom is obvious.
 
Hard to tell from the pics, but it sounds like it could be stress coloration from the harassment. What is the history of this fish (and the others)? Were they quarantined? If so, how long and what proactive treatments were performed?

Also, which Dr. G's food are you feeding?
 
No quarantine and came from the same LFS as the others in the tank. This store moves fish fast and the average time in store was probably 2-3 weeks tops. Ignorantly I added these fish in two batches about two weeks apart and figured they were all first in tank, came from same store, what's the worst that could happen...

Feeding anti-parasitic caviar as a preventative measure of adding the new fish. They eat it, but would be worthless if this is a bacterial thing....
 
Really hard to say - without quarantine, there are all sorts of possibilities and it's not possible to eliminate any variables. If the fish is eating and otherwise behaving normally, I would simply observe for now. I'd stop feeding the medicated food, personally, unless you see symptoms of ectoparasites (and even then, you're better off treating in a dedicated HT).
