Four Spot Wrasse

Can I add a four spot wrasse to a live rock,substrate bottom, 30 gal tank?

I assume you are talking about Halichoeres leucoxanthus. If so, I think a 30 is a bit on the small side for basically any Halichoeres. A Possum Wrasse (Wetmorella) would be better suited for that sized tank.
